Neoliberal Programmatic and its Onslaught in Latin America

The article deals with the capital invested in its systemic crisis internationally since 1973, and its effects in countries of late capitalism in Latin America. As 1989 unfolds neoliberal program on the continent, by the Washington Consensus in settling the contrarreformas state, social security, labor, sindicalist and higher education in logic privatizing and mercantile; privatize rentable state enterprises and public services and sets up the state maximum for the minimum capital and workers to ensure the economic exploitation and political domination of the capitalist mode of production.
